Much of the series was based on real Japanese historical events of the time.

You might want to look for a site that has Japanese history, particuarly the Meijin Era and the period just before it (which was the focus of the entire Ruroni Kenshin story iirc, but someone correct me if I'm wrong on that.)

The focus of Rurouni Kenshin was the vagabond, Himura Kenshin, and his attempts to live a decent life after the conflict that established the Meiji Era government (which he actively participated in and wished to atone for).

The Meiji Revolution (aka the Bakumatsu) is what happened before the TV series. You can look up some info at this link. The Restoration part, also mentioned in the article, is what takes place after Tsuioku-hen and during the TV series.

Most of the series is fiction, but some elements (like people, places, and events) are taken from real life accounts of Japanese history.

Tsuioku-hen is just the story of how things led to Kenshin getting the cross-shaped scar and his vowing never to kill again. It is intended to serve as the anime version of the flashback he has in the manga before the Jinchuu arc, and I recommend to everyone that you all watch it after the Kyoto arc of the TV series (for which reasons I don't feel like explaining, since it would take a while Anime dazed, but "trust" me, or I'll "betray" you Razz).
