I was able to read the volume 1 of GG manga and was surprised by relationship between fratello and the cyborg girls.
Do the girls have lolita complex? Do their fratello handlers have pedophilia?
If you've read the manga volume 1, then you should notice Giuseppe/Henrietta and Elsa/Lauro relationships.
Giuseppe gave Henrietta lots of gifts.
Elsa shot Lauro and then shot herself because he didn't love her.
Henrietta told Elenora Gabrielle "I feel like I want to please Giuseppe."
Listening to the girl, Gabrielle thought, "This is definitely a girl in love."
When the investigator Fermi was interviewing Triela about Elsa's murder, Triela told him "Elsa was totally in love with her handler, Lauro. Most of the kids are."
She even admitted "I do have some affection for Hillshire."

I think this was one of the points even mentioned by some of the characters. They mentioned how the handler would develop some relationship with his girl, some chose brother/sister, some chose lover. That's what I got out of it at least, no matter how twisted, but it was a part of the plot. If the two didn't work together, then the operations wouldn't go smoothly. Plus, with the presents, if the handlers didn't get them presents, then who would? It would really suck to have Christmas role around and get or give nothing. [/spoiler]

I'd have to say, neither/nor to your assertion. It's far more complex than that.
In the case of the girls, we're talking about medical/chemical conditioning/brainwashing which forces the girls to focus on their primary contact, their handler. Having no other term to describe these altered emotions attachments they refer to them as "love". Elsa was unable to emotionally deal with this side-effect, and became unstable. It over-whelmed her, and as a result she killed herself and her handler Lauro; not out of love, but out of a mental angst and doubt. Love is nurturing; jealousy kills
Tirela refers to it as a type of "affection/love". But while she tells the investigators that all the girls "love" their handlers she also acknowledges that it is a result of the conditioning. She has come to realize this in herself and is trying to deal with it.
Each grouping is different as well. The Henrietta/Giuseppe combo comes across as a man dealing with a anguished conscience and trying to help a girl caught in a situation beyond her. He comes strikes me as more of a father figure than lover wanna-be. Buying her gifts is a way for him to salve his uncertainty. Henrietta in turn lost her family in an extremely violent way, and has transfered her familial affections to Giuseppe, albiet altered by conditioning.
Rico on the other hand is more over-joyed to have a body, that actually works, than being over come by feelings for her handler, that mondo jerk Jean. Who, if you will notice, treats Rico more like a disposable object than a girl. Jean could care less about the emotional needs of his or any other girl in the project. He only cares about the job. If anything, Jean is headed for a nasty end if he can't help Rico deal with the emotional twisting of her conditioning.
Triela/Hillshire are more like an older brother with a kid sister. He trains her, treats her decently, buys her pretty baubles. He leaves her alone when need be but takes care to see that she is all right when all is said and done. She on the other hand realizes that she is emotionally attached to Hillshire, and deals with it as well as she is able because she knows that it isn't really love.
What each relationship may become in the future is impossible to say, seeing as how the second book seems to be lost in limbo and has yet to hit the street.
