Ah, so Artland is working on a new project! Reborn was the last thing they worked on so I was curious as to what their plans were. Guess that means we won't be seeing a Reborn sequel series for a while...

Did we get linked to different websites? Because mine just has silhouettes of angels who looks to be drawn in a traditional anime style with the words "coming soon." But I suppose if you got to a different one where you could actually tell anything about the series and from this surmise that it is a ripoff of P&Sw/GB, well, that's a whole 'nother story.

One of the demon sisters in Panty and Stocking is named Scanty.
Anime is called Angel Scandies.
And if you're truly evil, look up "scandies" in the urban dictionary.

What, you mean the dictionary that anyone can change if they feel like it? Yes, a very reliable source, especially for how the word would be used in Japan.
My point is that you have next to nothing to go on as to what this series like, so jumping to the conclusion that it's a "ripoff" is premature.
And hey, go ahead and ripoff P&Sw/GB, it rips off enough things already, it's the great circle of life.

Oh no, I just used my gift of foresight that I inherited from my great^157 grandmother, Pythia K (she's from the Greek side of the family). Anyways, once I saw that Angel Scandies was a thing, I sacrificed some goats, drank a naiad's bath water, and fired up the ol' telepathic energy neurons to scan the multiverse. In about 93% of all possible futures where the show is made (obviously discounting all those where production is incomplete due to meteor, zombie outbreak, or giant krakken, etc.) it is a rip-off of P&S. In 5% its the new Happy Science cult music video series, and the other 2% are all over the board.
In my first post I completely failed to mention that there was a 7% chance of error in my predictions, and that was unconscionable. vashfanatic was absolutely right to hold me accountable, and I beg anyone's forgiveness who went out and made bets based on the prediction without knowing the exact odds.
However, if I had not had the amazing powers that are both a curse and a blessing (WHY CAN'T I BE JUST LIKE EVERYONE ELSE I'M SO EMO), my logic would go something like this:
Fact: P&S is a show about naughty female angels.
Fact: Angel Scandies was announced after P&S had been running for a good many weeks (6, I think?).
Fact: Angel Scandies is called Angel Scandies.
Assumption: Angel Scandies is also about naughty angels.
Assumption: There has never been a popular anime show (primarily) about naughty female angels before P&S.
So, I would reason, if Angel Scandies is in a fact a show with the same basic plot concept as P&S, a concept that had never been really used before, and comes out shortly after P&S, it's probably, ah, heavily influenced, by the popularity of the earlier show. Of course, I don't actually reason like this, because Pythia K is my ancestor.
I suppose some people could see the term 'ripping off' as a bit strong, but it doesn't have to be a bad thing - SoRaNoWoTo ripped off K-On's art style, and it turned out OK (or so I've been told). Of course, Angel Scandies is being made by Artland, so the chances of it being good are pretty low, and the odds of it not having stiff, unnatural looking characters? Less than 1%.

I'd say Karinka from Steel Angel Kurumi fits the bill, though it has been awhile since I last saw it.
EDIT: Or even easier, Dokuro-chan is an angel... and she's pretty dern naughty.
