Uh Studio Canal in the UK has gotten all of Studio Ghibli work including On your mark, so that means US/Canada could get it in the future.

Why should anyone rest assured? It's been out since 1995 and no one's given a crap about licensing it. And Disney's licensed whole movies without designs to release them, there's no assurance to rest upon here unless Disney has plans for a giant boxset that includes everything.
