Twenty cars seem to be a bit much. I'd say ten would suffice for a robbery chase.
And a helicopter? Really? Now that's just overkill.
Does Japan roll out tanks for DVDs?

Not necessarily a result of the chase. You steal something, you want to get away. We're not talking about a couple of shoplifted chocolate bars. They stole several hundred dollars worth of merchandise. You steal that much, you want to get away from the crime scene as fast as possible, and probably without much regard for traffic laws while doing so.

If they're breaking that many traffic laws by speeding and ignoring traffic signals, they are putting the lives of a great number of ordinary citizens at very high risk. People in desperation have no regard for the lives or safety of others. In that situation you have to stop them before they end up killing someone.

This isn't a situation where they sent 20 cars and a helicopter after them because of the theft. They sent them because those idiots were on the verge of killing innocent bystanders by speeding away from the crime scene with no thought other than getting as far away from it as possible.

Stealing manga is serious business, yo.

I'm amazed they were able to speed on Japan's incredibly jammed and tight roads. They could've seriously hurt a ton of people.

Dammit, I'm not enough of JDM nerd to identify the speeder's car.

...WHat the hell, looks like a 4-door Skyline...don't remember if those exist or not. If it wasn't for the 4 doors, I'd assume it was a Silvia, but...Mistubishi Galant, maybe?

Shit, I can't tell, there's no badge either, for some odd reason

(Oh god, I'm a car nerd. I see a video of a chase and I immediately try to identify the perp's car...)

EDIT: Looks like 4-door skylines do exist, and it looks like them, but I find it unlikely that the perps would have one.

I think you've entirely mixed up cause and effect. When you think about it rationally, why would they want bring attention to themselves if they wanted to get away? If their objective is not to get caught, not to draw attention from police, why would they ignore traffic signals?

In addition, you ignore the risks to themselves in causing accidents. Think about the cost-benefit of a mere $700 (56,000 yen) of manga. It's hardly much, it's not cash, it's not something valuable like jewelry, it's not a bomb. Their own rational self-interest would not lead them to desperation in escape without being pursued.

Studies have already been done showing that chases makes things worse. People's behavior changes and they suddenly do things that they otherwise wouldn't have done. The big flashy police pursuit causes their desperation, where they've switched to fight-or-flight and now have a mindset of "nothing to lose", not the other way around.
