Correct me if i'm wrong, but does it look like the statue is a heavily modified Gundam from ∀ Gundam?

OK, it does look a bit less like a Gundam now. Unfortunately, it now seems to be radioactive.

I struggle to comprehend how the horns upon its legs could serve a useful purpose. Perhaps pilot provisions could be hung from them during lengthy missions.

The horns on its legs could be containers that store weapons and supplies or some sort of external power supply for extended missions. Seriously though, that is one UGLY looking robot that joins the ranks of Magnos or Space Thunder Kids in terms of tacky color scheme and tasteless plagiarism.

My thoughts exactly. Looks like it should be off fighting Mazinger Z or Grendizer.

Oh boy, the gundam look-alike return with some changes. I'm not that stupid and so are the anime fans. Changing the Gundam look-alike will not make people change their view about China's creativity and how they "claim it's their own creation" and not from another country.
