Yeeeah, I feel like this is a bit all-over the place. I see the word "reprogrammed", but like, was this somebody that simply just had a "used" save file and/or used a Gameshark? If the seller effed around with the Rom and re-wrote a hacked version of the game to the cart, then that would definitely be in bad form, but if the buyer 1) knows that the boxes are full of Pokemon already, regardless of how they were gained and 2) could literally just erase the file and start fresh, this is idiotic to be arrested over.

Well, yes - but that is how idiotic and over the place modern Japanese copyright protection laws work, considering distribution of modded save can be prohibited by revision in Unfair Competition Prevention Act since late 2019.

People selling hacked games/saves has been a thing for literally over a decade (even for pkmn)

for all the good stuff in Japan their copyright laws are plain retarded and backwards, what is the crime officer? modifying a game you own? or selling used games without tipping the pokemon company?
