The Japanese series has always used "shinka," which would literally be translated as "evolution." Presumably the dub for Adventure decided to replace that with "digivolve" to avoid catching the ire of creationists, and the animated series since then have stuck with it.

Whether the games use "evolve" or "digivolve" seems to revolve around how closely they hew to the traditions set by the anime dubs; also keep in mind that the anime series changed the names of a lot of Digimon. It seems like the more recent games that have less of a connection to the anime series are choosing to use terms and names that are more accurate to the original Japanese.
