Why is Japan so obsessed with moe-blobs? Japan is a mysterious exotic place.
(Then again, I also laugh how Pirates of the Caribbean: On Stranger Tides could do so well there.)

You should probably glare at NISA for Toradora! on BluRay as they have the licence. My understanding is it's an upscale anyway, but I wouldn't mind getting it for the extra episode

I wouldn't really call those numbers 'obsessed'. Especially since it's a combo pack. The sales are skewed by default.
As for Pirates... well, Japan likes the goofy silly American movies. Their idea and standards of American movies are a bit of a unique thing, all things considered.

They only have the license for the DVD release. But, no harm in asking either NISA or AoA about Toradora BD.
While it is an upscale, it is one of the better upscales Japan has released.
