I'm a fan of the xxxholic anime series by Clamp and recently noticed
that most of it; a second season and several ovas has not been
brought over to America yet. My question is; what exactly is
contained in these episodes and what's keeping funimation or
another studio from bringing them over?

1) "OAD" type OVAs are always harder to license because they're made in limited quantities for people who order special editions of the manga. So the producers are reluctant to let them be released overseas, thus allowing cheap reverse imports to dilute the "scarcity value" of those discs.

2) Sales of the first season of xxxHolic weren't that good, so Funi is reluctant to license more of the franchise. See here.

I thought Coleen Clinkenbeard's performance in that was outstanding and the guy who played the twerp lead was excellent. Too bad they won't finish it.

That makes me sad, I could probably live without the second season
but the oad's looked awesome.

I found them rather uneventful and somewhat frustrating for most part. You don't really miss much by not watching them.

Shunmuki, is basically just like any other episode except near the end it ties in with the spoiler[Tsubasa: Spring Thunder OVA a bit.]

Ro has a major event happen though, so you may want to see that. spoiler[However, neither it nor it's sequel see any resolution to the plot which it starts, because Watanuki is still seemingly stuck in the shop.] Crying or Very sad
