Im trying to add to my anime colection and cant decide between these two, Im intrested in Angel Links becuse it is set in the Outlaw Star universe. And I have just heard a lot of good things about Perfect Blue,any help or input would be appreciated.

Ah, another topic related to Angel Links. Here's a post of mine from an earlier thread, it should be enough to tell you about the series overall:
It doesn't really have that much to do with the original OS, but it does take place in the same universe (i.e. Ether drives, Tao magic, and grappler ships). Oh, and not to mention, there are 2 characters from the series that you see (well, 2 main ones, and a cameo). Valeria and Duuz are part of the main group, and I believe there was a cameo by Fred Luo (but you only see him once in the 1st episode).
Unfortunately, it doesn't really live up to OS, though. It's only 13 episodes, and the story doesn't get good until about episode 8 or 9, with much of the first episodes being kind of random space missions. But the ending is pretty good.
Overall, the animation is a lot better than OS (in terms of quality), the music ranges from techno, to jazz, to classical, to J-pop. But if you're going to watch it, PLEASE, watch it in Japanese first. It was dubbed by the same people who did G Gundam (Bluewater, I think was there name, eventhough it says "The Ocean Group," it's not the REAL Ocean Group), but after watching it in Japanese, then later in English, all I could do was laugh at the bad acting. As for Perfect Blue, I'm not sure. I'm doing an English paper on anime, and a lot of people tell me to watch Perfect Blue. I knew I'd heard that name before, and I remember now, seeing a trailer for it years ago, and thinking, "man that movie looks weird (psychologically)."
Personally, I'm going to suggest you go for Perfect Blue because I think it holds more "artistic" value to it. But if "artistic" is not your forte, then go ahead and get Angel Links.
EDIT: Oh, I forgot to mention. Angel Links is also filled with a WHOLE lot of fan service from the main character. This, may also factor into your decision.

Perfect Blue is infintiely better than Angel Links.

Perfect Blue is always on my top 5 recommendations list regarding anime or film in general.

Perfect Blue is a very good suspense/thriller sort of film, and is extremely well animated, etc, etc, blah blah blah.
I don't much care for that genre, though, and while I freely acknowledge the contribution Perfect Blue has made to the anime scene, I'd frankly rather visit the dentist than watch that film again. Nothing disturbing or freaky, just kind of boring for me.
I'd buy Angel Links over Perfect Blue in an instant. But that's just me....

Well it depends. I've seen both and own the Perfect Blue DVD which is rather nicely put together design wise. The story is excellent and rather memorable. I often think it could have translated quite nicely if it were live action.
As for Angel Links, looking at the series as a whole I was rather disappointed with the tone at the end. Without giving away too much, there is a lot of good action decent character relationships, but keeping it within the Outlaw Star realm the story was not.
AL was too jumpy, you hardly see enough elements from its predecessor other than your average generic environment of space pirates. In introspect of the main character, she wasn't a tasteful protagonist that I would be proud of.
Just so you know I own the DVD set of Outlaw Star (among others) but do NOT intend on buying Angel links.
It just so happens I was planning on rewatching Outlaw Star soon though.

I'm not real familiar with Angle Links (I didn't care much for Outlaw Star), But it is a very difficult question.
as gnollman said, Perfect Blue is a classic that did great things for Anime....but, I wouldn't really say that it is very re-watchable. I'd just see if I could rent it or borrow it.
Angel Links wins by default.

Perfect Blue is worlds better than Angel Links, but these were meant for two completely different audiences as well. Since we do not know how old you are, I suggest you read a quick synposis of Perfect Blue first before investing the time and money into it.
