Yup it seems to be so but it's still not clear if it will feature all new characters or it's a remake with the same ones with different time setting or so.
Anyway being a Yamato fan i am glad that they're keeping it alive. I liked the last Resurrection movie, though the 2 things that i didn't like was re-casting Yuki (Youko Asagami), and getting a kid to sing the Yamato theme instead of the living legend Isao Sasaki.

Makoto Kobayashi revealed and Nikkan Sports indicated that it's a remake. We've making that clearer in the article.

If by kids you mean 56 year old men, then yes they did. The Alfee sang the version used in the Rebirth movie. I love Sasaki, but The Alfee really did a great job with that version.
