The "tabs" (news, views, encyclopedia, forum and my Ann) seem to be unusable on my computer. I can't click on them or do anything at all with them. The only thing I can do is visit the links in that selected tab.

Can you tell us a bit about your computer?

What operating system do you use?
What internet browser & version?
If using Firefox, do you have anything like noscript installed ?

Firefox's Adblock will sometimes disable them (for reasons completely beyond my comprehension), it happened on my computer for a while when I'd try to block one of the banners. It seems to fail randomly, and there's so many different banners I only see here, that it's just not worth the effort to try and block them only to have to troubleshoot blocking which banner made it so I couldn't browse the site, so I just stopped trying. I just disable the mod when I'm browsing ANN, which is hardly a big deal at one click of the mouse.
