Ok, on some of the encyclopedia entries for anime/manga, it will show a picture of the DVD/manga covers for some of the releases. How can you submit the cover of a release that doesn't already have a picture?

I'm afraid you can't. Basically, the release list came before the encyclopedia so it was built as a regular staff-managed database. It is not (yet) user-editable like the rest of the Encyclopedia.
