Is this resemblance intentional or just an incredible and frightening coincidence?

The man? Who knows. The anime character is Mr Satan from Dragon Ball Z. He's sort of a comic relief character who ends up taking the credit most of the time for what the heroes actually do like saving the world and such so he becomes a public icon.
And that guy even has the wrinkles and receding hairline going in the same direction, I'd say that is definitely a scary as hell coincidence.

And let me guess, because he did "save the world" he would regularly be challenged by villains and would have his butt handed to him?

No, because the villains always know who is strong by sensing their Ki. They just ignore Mr. Satan and swat him away like an annoying fly.

Close. Because he saved the world, whenever a new catastrophe was about to happen the entire planet expected him to save the day again, and he would suddenly develop a stomach ache and hide out until Goku or Gohan saved the day again. Yeah, this guy is beyond annoying as an anime character, he's the type who people actually hope will get his ass handed to him, but he very rarely gets hurt by anyone intentionally.

Close. Thanks ben. Once, just once! I'd like to see that sort of character get the butt whupping of the century...but it never seems to happen.

Nice! It looks just like him! Like maybe Mr. Satan was inspired by this guy or something! (Just saying)
And thanks for the link to the video of him getting his butt handed to him by cell. Ah, the memories! That really is one of the more classic scenes in anime, or at least for me, anyways. Now if Don-Kanonji could just get his butt handed to him, everything would be fine!
