These rules must be ultra strict or something to cause this amount of people to drop out of attendance.
That or new polices might have angered some vendors causing them to go elsewhere for business.

Odds are it was just the heat. I remember reading that it was super hot for this Comiket.

Can't say I blame them. Extreme heat+high humidity+standing in line for several hours= a very challenging situation that really is no small feat.
But if there is a will, there is a way.

I think the heat definitely was a factor. I know that was the main reason why I didn't go.

I wonder though, since this is a case of extreme heat, if heat stroke is likely to happen more so than ever during this time?
There comes a point when going to a convention is not always a wise idea if you have to stand in very high temperatures without a constant supply of hydration and sun protection.

Why don't they just move Comiket up north like Hokkaidô OR back to where the very first one started?

But is there ever been a convention (including this Comiket for example) that has had a similar location more than once before within a time frame of a year or two?
I've been to several conventions before and from what I've heard and know, conventions move around for various reasons. Money is obviously the central factor (cost of renting a room large room enough to comply with fire marshals, etc) and there are several other minor/ important factors as well.
There is likely some inside details that explain some of the factors better than one could do alone, but unless you have a inside source or work with people that know this information, it's very unlikely that knowing that information is possible.

Isn't Tokyo Big Sight the biggest convention hall in Japan? It can't be easy to find a place for 150,000 people to all be at the same time.
