What are anime titles that are so rife with fan service, that they might as well be an H title, but arent?
I say Girls Bravo. First off Miharu (right?) gets off with a banana. That should be enough. But then every other scene it's always "Oops, I tripped and accidentally ripped your towl off" or "Oops, I tripped and accidentally buried my face in between your legs." What are some other ones? Remember, this is more than the occasional (frequent) panty shot. |

Ikki Tousen.
Wow was that a fan service eye-opener for me!  I don't think that any 5 of my anime series combined could equal what when on in that series.
And here I am, waiting for the second season...  Well, once you did get past the fan service, the story line was fairly decent.
So, "I can't believe it's not Hentai!" (if I'm using the term correctly) but this is a guilty pleasure...it certainly gets you over the more serious series like Ceres and Haibane Renmei |

Tenjou Tenge is definitely one. Basically, all they lacked was the removal of underwear and everything would've been hentai.
I had a lot of my own ideas for a sequel and continuation of this story and I've always felt bad for the condemnation of a workable story by too much fanservice and complete misusage of flashbacks. |

Hell yeah  This one could have gone either way. It definetly deserves a mature rating, because there was spoiler[a couple scenes with girls cumming, and a lesbian scene on top of that.] How much more nasty can you get?
Believe it or not, I thought that Requiem From The Darkness was pretty borderline, because it did have quite a few sex scenes in there. It was good, it could have gone either way also, but it was still good where it was at. |

Tenjho Tenge, Girl's Bravo, DearS (at certain parts), Ikki Tousen Reqiuem from the Darkness, Najica Blitz Tactics to name a few. Since people mentioned already about some I mentioned and why they should've been hentai I'll touch on the two that haven't been mentioned.
DearS is Girl's Braqvo light basically. Tons of fan service and sexual situations, what's up with that teacher?!?!, and lots of panty shots. Might as well make a hentai spin off and just have the girls from GB meet up with the girls from DearS and have a 2 for 1 special. Could do the same thing with IT and TT......Kanu on Maya action.............. 
I mention Najica because of the excessive amount of pantie shots. I mean how can you not make this a hentai when the damn box came with a pair of white cotton panties!?!?! I'm surprised that didn't end up in the news.

In fact, Im not certain that it isnt a hentai. Iv never watched any, so I wouldnt know. There was no sex scenes, but there was a whole lot of full nudity and sexual daydreaming going on. It was the most explicit anime Iv ever seen. Nightwalker: Midnight Detective also had a heck of alot of nudity and erotic vampire blood suckings going on. |

Elfen Lied, just because it seem like a high price hentai where there lots of killing and also plenty of underage girls for all......seriously who thinks of this stuff? It's like how I heard Dakota Fanning had to be in a rape scene, I don't care if it is acting there's something seriously wrong with that picture.

Almost all bad H-game turned anime.
They're basically just games with all the sex scenes chopped out, and either due to a weak source material or a weak translation from game-to-anime, it's extremely noticeable. General characteristics include cheap animation, lame excuse of a plot which seems to just be a convenient excuse to toss in some H-scenes, and lame seiyuu work for one or more characters. Hence, the series feels just like a hentai without the sex, thus, "I can't believe it's not Hentai!" An example would be Yoake. |

Koi Koi Seven - This show was so bad. They don't really explain anything, the characters are the definition of generic and pathetically lame and their wannabe fanervice (not even true fanservice, don't ask me to explain this, I CAN'T) with the grinding of over-sized rifles and pointless ripping of clothes (I mean there are plenty of shows with pointless clothes flying everywhere, but this is just.....WOOO). Anyway, this show is stupid and even if you catch me singing the OP while walking through the mall, it doesn't mean it's good. In fact it would've been BETTER if it was hentai, at least my standards would've been lowered to begin with.
EDIT:
This was no hentai, in fact I thought it was pretty good as it is. It did have some nudity and awkward dreams, but HEY what can you do when your parents wont let you have sex with your teacher/husband? The show was Decent and should'nt be a hentai. However for Ikki Tousen, I'm also glad that it wasn't a hentai. It just wouldn't feel right as a hentai. I really gotta 2nd Ikki Tousen.
Actually, my opinion of the show would dramatically increase if it was porn given that as a regular TV show, it's pretty goddamn stupid, but as porn, it could've been like the best hentai ever... Damn, I'm really disappointed that it wasn't porn... in fact, why the hell isn't the 2nd season porn either? Lame. |

On another note, He is My Master really stands on the boundaries of being lolicon hentai. For one thing, all of the main characters (including our perverted main character) and way under age. And there's a perveted alligator in there too.

Okay, my list is odd:
DNA2 - anime#818 with a premise about a guy becoming "the ultimate playboy"...no actual sex?, the show was pretty good though Golden Boy - anime#373 It wasn't actually Hentai, right? Because hentai is never that funny, and beautifully drawn & animated... I,My,Me - Strawberry Eggs anime#396 A guy dresses as a woman to teach PE in a school with only women teachers, becomes surrounded by fawning underage girls. Never finished the show...I wonder if anybody actually seduced anyone by the end? Any Harem show - they are all hentai-wannabes. (Love Hina, Tenchi, etc) And the weirdest one - Chobits (well, when you see how Chi is rigged with her "special" switch, your mind tends to wander...) Iczer - anime#684 2 words - Space lesbians!

What?  There's no boobs shown in "He is my master". Even "Mahoromatic" showed more boobs that "He is my master".
