The first part of the show before the change to Narita Yoshimi is rougher than the rest, but there's still some gems like the episode where Minori runs away
Even in these early episodes you can see what would become a contender for best supporting casts in all of cure

Overall, Splash Star feels like a refinement of the formula set down in Futari wa and Max Heart. There was clearly some trepidation about straying too far from the original characters (when I first saw the Splash Star cures, I thought they were design updates for Black and White), and I don’t think Saki and Mai are quite as strong of characters and Nagisa and Honoka, but everything about it just works more smoothly than the original. Even the mascot characters; they do still use that grating Mascot Voice that we wouldn’t be rid of until Fresh Precure, but Flappy and Choppy are worlds less irritating than Mepple, Mipple, and Pollun.
Also, I feel like this season is really the origin of the comparison people tend to make to Dragonball Z. It doesn’t make much sense in general, but the magic light effects that the Splash Star girls use really does feel a bit like the way ki is used in DBZ.

Yeah, I agree with Emerald. There is an interview with the writer of Splash Star's majority, Narita, where she said that when she took over during episode 12 she tried to think of what direction she would take the show, so she decided "Well since the previous writer did such a good job setting the basics of Saki and Mai as the core of the show, I'll try to focus on making the world around them feel alive" and I've always agreed that she accomplished that. So the last two negatives on the review are really things I can't agree with, since Splash Star has one of the best friend groups for the protagonists in the entire franchise.
Flappy is also a jerk but it's balanced by him caring a lot, and being voiced by Inuyasha. A classic Precure fairy is always something that is innocent but also a bastard. It's part of the franchise DNA, it's weird to have it as a negative. It's not something I would expect from Rebecca.

I had a migraine for a lot of the time I was watching the first half of Splash Star, and I think that contributed to my issues with Flappy. But overall, I think the second half is much stronger, especially when it comes to the core friend group. Honestly, I love the second half of this season.

Plus Kintoleski has a Super Saiyan moment and Goyan's final form looks like the unholy spawn of Piccolo and Dark Schneider.

Goyan's final form also feels like a reference to Hadlar's Final form from Dragon Quest Dai, especially the Shoulders.
