Pretty sure that's just Samoa Joe playing himself under a new kayfabe name.

It's not even the first time that the series has cast a pro wrestler. Kiwami 2 has a pretty lengthy side story where most of the characters involved were wrestlers.

6 had a lengthy side quest where Kiryu essentially fought the entire Bullet Club.
