I thought it was a parking structure. Still doesn't explain playing in dress-shirts, neckties and polyester slacks.

Yeah, it does. That's a common high school outfit in Japan, alongside a blazer to wear over the dress shirt, though maybe now it's more seen for higher class & private schools than literally every single high school in the country.

Maybe I need to clarify again. That doesn't explain why they're wearing school uniform clothes while playing baseball. Wearing a necktie and loafers playing baseball is as stupid as wearing a miniskirt in a game where sliding into base is a thing. Does this school not provide its baseball team with proper gear?

They're posing. NBA prospects do this before, during and after the NBA draft, they pose with a basketball and act as if they're going to make a play in front of a camera. I imagine that staff wanted to show off how appealing the characters are, so instead of using traditional baseball uniform, they use school uniform.
