I can't vouch for Takayuki Hamana, since I haven't seen any of the anime he has directed, but judging solely from resume it seems like he's one people could trust. Some people on the Internet are doubtful because of the studio.
A reminder: The studio is only as good as the director's vision. |

While you're obviously not wrong on that last part, the studio still has the people responsible for bringing said vision to life - and I'm not talking about just animators, producers that can bring in talent/resources and production assistants/desks to really salvage the production if it's in a bad spot, so it's not like the studio is entirely irrelevant. |
