That would be inaccurate since there is also Dead Man's Questions (デッドマンズQ Deddo Manzu Q) featuring Yoshikage Kira from Diamond Is Unbreakable.

Expected as much, Araki may not be able to do JoJo forever but I think he has got at least one or two more parts in him. Actually 9 parts would be fitting since it would be a set of three trilogies. (Parts 1 - 3 about the origins of the Joestars and the conflict with Dio, Parts 4-6 about the legacy of that conflict, Stands and Fate and Parts 7-9 about both revisiting the past and having new original adventures in a new universe.)
So will the new JoJo go on a worldwide tour like Jotaro or will they land on something like... Mars?

Shueisha describes "Dead Man's Q" as a one-shot short story, and distinguishes the upcoming manga as the first proper spinoff comic series.

Whoever decided to team up Hol Horse with Josuke Higashikata is an IQ 400 genious. The greatest spin-off, especially as Horse was supposed to become a crusader in Part 3.
Part 8´s ending was good. Bittersweet but good and Araki himself pointed out how things are still left unresolved. See you in Papua New Guinea or wherever JoJoLands is located. JoJoLands!!!

Even though Viz is only now translating Part 5, it would really be in their best interest to at least simulpub this new upcoming Part (and the spin-off if possible). Yea they won't be translating Part 7 or 8 for another 5-10 years or whatever, but at least they'd be current with the newest Part since afaik they're pretty disconnected from each other.

So why isn't Rohan considered a "proper" spinoff series?

Probably excluded for much the same reasons as Dead Man’s Questions — it’s a bunch of irregular one-shots rather than a continuing series. (Another difference is that both are Araki’s work, while this new one is by other hands.)
