And I believe the story is that this style was a request/demand by one of the bigwig producers, so I'm not laying any blame on anyone actually involved with the hard work of making this style work as much as possible.

Kon Chiaki, who is directing the animation, commented on this direction, "The producer said, 'Make an animation that looks like a manga! Never move the characters!' It was a lot of work. ...... There were scenes where I thought, "It would be easier to just draw the scene! It was not an easy work at all (laughs). (laughs)." The author of the original story, Ono (Kousuke), also said, "I felt that the method was very well suited to the fast-paced atmosphere of the work. I felt that the speed of the gags was not spoiled by the various ways of showing and directing with limited materials. I also think that the voice actors' performances can be directly felt and enjoyed.

Like I said earlier, I still had a pretty good time with it, and the voice-acting is frequently its saving grace. But the manga is probably the safest bet.

I really tried to enjoy the weird "animation" style, and the wonderful voice of Tetsu's actor was definitely the best thing about this adaptation, but, as a manga reader who remembered most of the first episode jokes, it ended up a slog to watch through, which is a crime considering the source.
Maybe I'll try some later episodes that cover material I haven't read yet, see if it gets funnier then. Or I'll put it on as an audiobook to the manga or keep Tetsu voice in the background as I read the volumes.

So the demands of the producer are why it looks this way, rather than any sort of budgetary issues.

I genuinely want to know what's going on behind the scenes at JC Staff. They weren't exactly known for their high quality productions before but they could at least put out some passable and entertaining stuff once in awhile. Over the last 3 or 4 years though every single one of their productions has been notably terrible. It all seems to come down to incompetent management but their management is so incredibly inept at this point that I find it suspicious. I'm just waiting for the big reveal that management has been sabotaging their output and siphoning off the extra cash for their own benefit.

I know that there's been a rejection of the whole "blame/praise the studio" mentality, but when a studio exhibits the same issues across all their productions over the span of years then I think it's safe to start blaming the studios management and production philosophy.

But unless some industry insiders come out, I doubt we'll ever know.
