Is this an indication that 3.0+1.0 will be released around Q1 of 2021?

Most likely, yeah. It's guaranteed to be a hit at the Japanese BO, so they'll likely take the time to space it further away from the current 2020 brouhaha and maximize what they can get, much like other Hollywood tentpole films getting pushed back.

I hope this can lead to a re-release of the Rebuild movies in North America as the Funimation BDs are starting to go OOP.

Wouldn't have been a better idea to release these movies closer to when part 4 comes out?

All these screenings give me the willies: I still don't think anyone should plan to be in a movie theater in 2020. Then again, I have no idea what aerosol dispersal could look like in four-dimensional space – maybe it's safer to be in these theaters than the outside world where there are only three vectors for escape.
Other than that, 4D screenings will only make sense briefly during the opening minutes of 3.0 where we'll finally be able to see the tesseract as it was originally envisioned.
Props to Crystalyn for the word "tetralogy"!
