Do you think it might be posible to flip the borad layout so that the General items are on top, and the Site Related items on the bottom?

I like the idea too, but on the other hand I can see the reason that they have it the way they do. Why have things relating directly to your own site be second when it can be first? I still like the idea of general being on top though since it's what I use the most.
