Those rules governing such events sure do sound draconian.

This includes performances which take place in hotels, like the aforementioned convention.


This makes it sound like they were in a cosplay performance, and it somehow costituted as work. Since the cosplayers didn't have a work visa, they were in violation.

I'm not sure if it's all the people arrested, but some of them were convention guests, so technically they were.

Not really. If you look up past episodes of the Australian version of Border Security, you will see where wrestler Chris Hero (currently working as Kassius Ohno in WWE NXT) almost ran afoul of Australian immigration because he was down here on a tourist visa but intended to work an event. It is probably all down to crossing the Ts and dotting the Is having government rules like that to ensure everyone is on the applicable visa at the event.
