Not complaining too hard, but MegaMan.EXE would have been an appropriate fit.

Agreed, Mega Man.EXE is more appropriate.

Howevere, if they insisted to use Megaman 11 as an awareness message (and promotional material at the same time), they should created a totally different illustration.

They should have used Rockman.EXE since this is about "cyber". But you gotta promote the unrelated new game somehow.
