What are Japanese copyright laws? It seems weird that the doujin circles could exist alongside the censoring of brand names in anime and people getting arrested for uploading anime.

A publication by a municipal government is quite different than a self-published dōjin sold in limited quantities.

As if The Rose of Versailles is the first manga which comes to my mind when thinking about Sapporo. If anything, maybe Hakodate, which was the capital of the Republic of Ezo, a unrecognized state allied with the French during the Boshin War.
