Full Metal Panic! The Second Raid license

I've been looking around a little to figure out the specific oddities of the FMP! TSR license. With Funimation doing marketing and distribution and ADV doing production, who really has the license? The signs seem to point to Kadokawa Pictures USA. Although Funi's initial press release gave the impression that they were given a full license. However, ADV's panel at Anime Expo revealed that "ADV was contracted by Kadokawa USA to handle the production and dubbing aspects of the upcoming release of Full Metal Panic: The Second Raid." This seems to suggest that ultimately, Kadokawa Pictures USA is pulling the strings and could be considered the U.S. licensor. In fact, Anime On DVD has Kadokawa Pictures USA listed as the licensor. The biggest problem, perhaps, is that there isn't much informatino about Kadokawa Pictures USA which makes it difficult to further show the details of their involvemeent.

Now that my copy of the first volume has arrived, I can provide a bit more evidence. All of the logos on the box show the Kadokawa Video logo before any other logos. Also shown is the logo for Kadokawa Pictures USA. In addition to this, the copyright information says (emphasis added):

I think this provides sufficient evidence to prove that Kadokawa has transferred its rights in releasing the show in the United States to its subsidiary, Kadokawa Pictures USA, and that Funimation and ADV have simply been hired as contractors for distribution and production respectively.

I saw the update, but now in the regular listings, it shows up un-bolded (not-licensed) because there is no entry in the "Licensed by" field.

Here's a weirder case: Oishinbo has not been (and will never be, I believe) licensed, but it has bold font in the alphabetic list "O".
