I've always wondered, but never figured it out; do runny-nosed kids imply something? Is it, like, some Japanese stereotype? Because I see it pop up every now and again, and I'm not sure if it's supposed to imply that they're "fragile" (because they get colds all the time or something) or what.

I think it is supposed to imply that they are/have been sobbing very hard.

In terms of that kid specifically, he always has a runny nose as sort of a symbolic reminder that he and his brother are at the home because their mom's in the hospital.
