I think they're referring to Toonami Asia, which is it's own channel in Asian countries that still shows stuff targeted at kids. It's currently airing Yo-kai Watch (they have an english dub that's different from the one we're getting though, not sure why).

Well, here it comes...The censored, Americanized English version of Yōkai Watch for all [within America] to see...
Meanwhile, everyone within Southeastern Asian are enjoying watching Toonami of Asia's English version of Yōkai Watch...all uncensored...all uncut.
Yes, I honestly don't see how the show's going to last that long...

They're pulling all the stops and going for a holiday release. At the very least, that shows a ton of ambition and confidence.
As for it being on Disney XD, I don't really see any other alternatives on North American television. Every other channel seems to have become totally closed off to daytime anime that isn't a proven success (Cartoon Network, Nickelodeon) or isn't big enough as a channel to promote the games (Discovery Family, IFC).
