I don't know why, but it give me the feeling it's very fujoiushi oriented, like some sort of bara show. Also... dubstep. Does not look like something I'd be interested in. But I think it's just the design that gives me this feeling. The story seems like another Get Backers style show, and I love those. Weird, I'll just wait and see.

I had to look up what bara actually is, strange I never encountered the term in my years of watching animu and reading mango. But no, it's nothing even close to that.

I know its not, it's just that whenever I think dark tone, gangsters and lots of men, I think bara. I'm not dissing the anime or the manga.

Nah, this is not what fujoshis like, well, at least not the type of show that caters to them directly, unless you consider Trigun and stuff fujoshi shows too.
They aren't teenagers either so the chances of them blushing at each other because they might be confused about what they have between their legs is very low too.

Why do think of bara with such a setting?
I think that with the titles' name and setting, this is ideal for a dub. That is, it's partially because of all those American gangster films plus I can see black voice actors playing in this series.

It's a seinen series, definitely not in the same vein as Get Backers, but it does have large female following. The artist (a woman) draws the kinds of characters she finds attractive - both men and women, so it's not hard to see why her peers might enjoy it also.

Terminology check: "bara" is material for gay men. If it's for fujoshi, it cannot be bara. There's BL with big buff dudes and bara with crossdressers; the bara / BL distinction is not based on what the characters look like, it's based on who is expected to read it.
But this series is neither bara nor BL, it's a standard seinen action number. I do get the impression that the artist thinks her guys are hot and wouldn't mind if they got hinky with each other, but that's unlikely given the intended (straight male) audience.

The show itself might not be aimed directly at fujos, but that doesn't mean it's going to stop them form encouraging that fanbase a la DRRR.
