It's interesting that Inoue-san played Cyborg 009 in the 1970s TV and this show's debut is 8 days before the Cyborg 009 manga's 50th birthday.

Looks promising to me as long as it won't end up another Code:Breaker because the manga is pretty good.
The poster shows that the manga art is used unlike Ga-rei: Zero which is weird.

Slightly off-topic, but I was wondering about this since Code:Breaker was on my "to watch" list. Is the manga that different/better?

^are the two series related in any way besides the same author? Same world?
Anyway, nice to know the staff. Xebec isn't the greatest studio but I like them, so this is cool. I wonder if its going to be fanservicy.

They're not. Though some designs are re-used (Rinka's dad is Iwahata, for example).
Ga-Rei Zero was a pretty straight forward and serious show, which is not reflective of how batshit crazy the author is. Expect plenty of crazy. Look closely at the image again. Yes, that is King Leonidas. Also, that panda isn't what it seems.
And yeah, the manga has a decent amount of fanservice.
