Doesn't the description for season 2 of Railgun ( anime#14853 ) sound a lot like what happened in magical index ? is it the same story rehashed or ? Anyone know ?

Season 2 of Railgun runs parallel to what certain events of Index Season 1, but there is a notable increase in animation, events are seen that weren't before, and related we really get into Mikasa's head and have a difference in tone. Actually some entire scenes are different, which can tie into the difference of the series, and perhaps a difference of who ever is telling each story. They managed to work one particular scene into being quite masterful.

It is referring the event commonly known as the "Sister's Arc", Anime Index s1 pretty much glances over it while S2 Railgun devotes most of the season to the arc and as DuskyPredator already mention the tone and perspective is noticeably different between the two.

S2 Railgun version of the events has a noticeably bigger budget for animation quality with a returning seiyuu cast that are much more comfortable with there roles.

I haven't yet seen either season of Railgun, but I thought the 'sisters' arc was well more than just 'glanced over' in Index. I'd say it was probably the most fleshed out and information-laden of all the arcs the show presented, and a good portion of it was viewed through more than just Touma's perspective. I would think an entire season that's largely dedicated to these events is kinda lazy and unnecessary (but, again, I haven't seen it yet).

Index (Touma) only got involved pretty far down the track, Mikoto was involved, and some pretty horrible events happened that pushed her into trying to do what she tried in the Sisters arc. There are important characters involved, most importantly is Nunotaba Shinobu, and ITEM. There is also another arc in this season that has some connections to the Sister arc, but is separate, it does bank on what you see Mikoto learn in the first arc.

Isn't there a cottage industry based on reconciling timelines and events between Railgun and Index?

The manga is ongoing and it looks to me like a lot of good anime material there.

Sort of. Though it is all due to the Railgun anime being semi-canon; mixing non-canon into the canon and having characters appear far earlier than they are supposed to (Kongou Mitsuko and Shokuhou Misaki).

The Index Light Novels and Railgun manga fit together perfectly.

Without spoiling anything, I'll just point out that the Sisters arc of the Index anime was five episodes (10-14) and we see it from Touma's perspective. We jump in when he meets Misaka Mikoto for the first time (as far as he's aware, anyway) and also one of the Sisters. At this point, it's implied that Mikoto is aware of what is going on. Further things in the story arc reinforce that she is, in fact, aware of what is happening. We enter the story in its middle.

I will also point out that the portion of the Sisters arc that is fully rehashed from Mikoto's perspective takes place in only six episodes (episodes 11-16) despite a lot more fleshing out, including her friends' wondering what the heck is bothering her. This occurs after nine episodes of Mikoto's personal hell as the pre-Touma portion of the arc unfolds.

It is a much darker, more depressing take on the storyline. What really hits home, I think, is when a certain episode ends not with the standard ED but black screen, roll credits, dramatic music. Then we're riding a roller coaster of futile desperation.

Incidentally, there's a YouTube channel where one enterprising soul has lined up various scenes from both series side by side. I'd link to it but I do not know if that would be treading on forum rules regarding unofficial links.
