Characters and Slow Pacing

Since I finished Macross 7 there's been a question in my mind that's been bugging me. Macross 7 wasn't exactly the best in terms of it's pacing, in fact once things got down to the wire it decided to kick the plot in so certain elements felt rushed or incomplete. Now surely there are plenty of episodes in the series we could have done without, and that space could have been better used to flesh out the story. But this is not the case, why?

Another series with a similar "problem" is Space Runaway Ideon. To put it simply, Ideon is slow. Very slow. Even though the series got cancelled, from what I understand there were at least 5 more episodes planned and it wasn't until VERY late in the series spoiler[do we find out that Karala is pregnant. And the foreshadowing of that revelation is weak at best.] Ideon was a show that took it's time, as plot heavy episodes were far and few between (most were one shot Buff Clan encounters).

Both of these series bring me to this question, are such series really able to stand on their feet based on characters alone? Do the Japanese get so attached to them that the story takes a backseat? I can sort of see it for Macross 7, but in Ideon I hardly found anyone likeable at all so my interest was in the plot. In both shows so much time seems wasted, and the only reason I can see for it is because fans preferred to just see the characters in action week after week as opposed to paying attention to the story itself. Maybe the types of characters in Ideon just don't resonate with me. Zegapain is a more recent example of characters that I feel just fall flat (and yet in Newtype I see it's number 11 in popularity, which I feel is extremely high and undeserved). A more popular example would be Makoto Kusanagi from Ghost In The Shell, a lot of people really seem to like her but she's too serious for my taste. She's all business and rarely do we get to see any other side of her (or maybe I didn't catch on to what was there). So when an anime is made, are characters considered first and plot second? If that's so, then does anyone know what qualities will make a character popular (specifically when it comes to the serious and monotone types)?

That sounds similar to another show I saw about a month ago called Sousei no Aquarion. It started slow for me. It wasn't until I got past the first 6 episodes or so until I thought it picked up. I'm glad I stuck it out though, in the end I really liked it and i'm not much into the Mecha genre.
Normally if a show doesn't get me wrapped up in the story by the first few episodes I give up on it.
Maybe we are used to that in the US. US television generally has to hook viewers from the get-go to keep a show airing.
