Are the Patlabor sequels listed in the encyclopedia sequels of the OVA series or the TV series?

This is explained in the Honneamise edition of the Patlabor film. The first animated version was the 7 part OAV. The film came out at the same time as the 7th part if I remember correctly. The TV series started after the movie was released, so the ANN entry as having the film being the sequel to the film is incorrect. The television series in concluded with the New Files episodes and are in the tv continuity. The Second Film is based off of the later episodes (5 and 6 I think) from the original OAV. The third film is based off of the manga. I might be getting some of this wrong since I'm going off of a part of the book that I skimmed, but I believe the TV series and the New Files are in one continuity, and the first OAV and films are in the other.
