Little window ghosts

I'm rewatching Cardcaptor Sakura right now and in episode #4, when Sakura opens the window, you see a little ghost thing hanging in front of it. I've seen those before in some other animes. What are they? What is their purpose?

Don't quote me on this, but I think it's some sort of charm, either for good weather or a "protect this house" sort of thing.

EDIT: As fighterholic says, it may be specifically related to rain...the scene in CCS #4 ocurrs after a rain, and in Bottle Fairy episode 3, the fairies are sort of "cosplaying" as those ghosts while it's raining. (very cute Very Happy)

Edited again for yet another sighting--in To Heart 2, episode 7, teruteru bouzu appear as charms to ward off rain, with translation notes and everything to prove it.

Oh! I know what you're talking about! Aren't those things mostly in scenes when it's raining?

As any Urusei Yatsura fan would know (at least if you've seen the classic episode with the rain-cursed girl), those things are called "teruterubozu" and they're "sun charms" kids make and hang in the hope of scaring rain away.

I remember singing with my granmother on raining days a children song about teru teru bozu. It's been so many years I can't remember the words, but I can hum the tune with no problem. It's strange how ones memory works. It's strangely comforting to know kids still make them.

It's kind of a scary song, to tell you the truth.

A rough translation will be something like:
