This person is a color designer who has worked on One Piece, and the new Dragon Ball Z movie, Battle of Gods.
I have seen him referred to in English as "Teppei Horita", but in Japanese, the only references to him I can find that include furigana all show the reading of his last name as Hotta (ほった). The third volume of the Dragon Ball Chōzenshū series of guidebooks, released this month, also lists the reading of his surname as "Hotta". If anyone can confirm this one way or another, I would be much obliged. |

The family name 堀田 can be spelled either Hotta or Horita, but the latter is less common and usually around Toyama Prefecture. According to Japanese sources here, here, and here, his family name is spelled Hotta. I've moved all credits to the new entry. The original spelling is kept just in case someone in the industry who does have the name spelled in that way.
