Unfortunately it seems that IEEE802.11 was lightly trolling with an intentionally-obscured picture. A followup tweet just minutes later (https://twitter.com/IEEE80211/status/321885558504816640) reveals the full wraparound jacket, which reveals the full sentence as "Voted number one most-wanted magical girl TV anime adaptation in a survey of people around the manga editor."

I am sad, although I just learned about this series, it's right up my alley, now it's not being done. Perhaps I can seek out the manga.
