I play a lot of Blazblue, but I never really got into Guilty Gear. Maybe I should give this game a go when it reaches the west. Unless it's a story driven sequel. Then I need to go and play the first game.

Uh..Not that I'm not arguing that a fighting game is ever gonna be "Story centric" but GG pretty much defined how to merge story elements with fighting games, after taking cues from KOF.

Though I'm 99% sure that it's Story Mode will be the same as in Guilty Gear XX Accent Core+

While that may be true, it's still no where near as emphasized or polished as Blazblue's story mode. Hell, the original version of Accent Core didn't even have a story mode.

I bought the Playstation 2 version of Guilty Gear XX Accent Core (used) and I like the funny character graphics but I never could get the hang of playing a fighting game on a Playstation 2 Dual Shock controller. The tiny analogue thumbsticks are fine for most kinds of games I play (mainly driving games and JRPGs) but for fighting games, for whatever reason, I feel I need a proper arcade stick I can grasp and buttons I can punch. For 16-bit fighting games, I had a SNES Advantage controller and a similar stick for the Genesis, and, while those kind of sticks exist for modern systems, they're out of my price range for how much I actually play fighting games nowadays (not nearly enough to justify the expenditure).
But, anyhow, even if I had a PSVita, I don't know if I'd bother with this game because every problem I have playing the older PS2 version with the Dual Shock controller would be exasperated on a handheld where I wouldn't even have the option of buying a better controller.

Playing fighting games for the story?! Why (better yet: how) would anyone do that? It seems torturous as the stories, such as they are, of every fighting game that I've ever come across have been laughably bad. Guilty Gear had the best story of any fighter I've encountered, and even went so far as to have more complex characters than the usual fare, but its story is still pretty paltry. Despite being leagues above the average, GG's story is still barely on par with that of the average shounen.
I love fighters, and Guilty Gear/BB are among the best 2d fighters around (IMO, to be politic, but you know it's true lol) and because of that I am obligated to call it how it is.
TL;DR: You can play Guilty Gear, or any fighter, without knowing or caring about the story and enjoy it. Buy GG & play it: support the best.

I think I see the problem here: you're using the analog stick to play Guilty Gear. The D-Pad on a PS controller is much better suited to this task.
Also, how can you seek an arcade stick to play fighting games but not a wheel & pedal setup to play driving games?

I actually did buy a cheap wheel and pedal set but my gaming area is very cramped and I never could find an effective way to arrange the components in such a way that makes driving games remotely playable with them. I do all my gaming sitting on the floor in front of the television and there's no available surface to put the wheel on other than my lap and I have to stretch out my legs perpendicular to the TV unit to use the brakes and... eh, suffice to say, it doesn't feel anything like actual driving and it's too uncomfortable to play like that for more than a few minutes, so I just went back to driving with the pad.

That doesn't sound very ergonomic, your gaming positioning. I can only envision you seated on the floor, craning your neck to peer at a TV up on a stand, or hunched on the floor as you gaze at a floor-mounted TV, similar to early scenes with L from Death Note. My neck hurts just thinking about it .
So why the aversion to the D-Pad in 2d fighters?
