Is it just me, or does "Heat Guy" J look just like Bato from Ghost In The Shell: SAC Question

Maybe a little. I'm not familiar with the series, though, and I'm just going by the picture in the Encyclopedia here.

On the 7th and final Heat Guy J DVD, there is an interview from Anime Expo 2003 with the Heat Guy J Director Kazuki Akane and Character Designer Nobuteru Yuuki. In the interview, they discuss what they imagined J would look like. Kazuki Akane wanted someone who looked like Sean Connery and Nobuteru Yuuki combined Akane's vision for J with his image of Valgus from Escaflowne.

Actually SAC's Batou and J resemble each other. Neither of them came first. In the 1995 Ghost in the Shell movie, Batou had short hair and in SAC he has longer hair like J's. Both anime premiered on the same day in Japan (10/1/2002) so it may not be a leap to say that both character designs came about around the same time.

In a way, maybe if you add the hat and some wicked sideburns then he might really look like him.

In the same vein, I want to say that Mugen from Samurai Champloos, Spike from Cowboy BeBop, and Roger from Big O all look the same (well if you messed up Roger's hair). Not a surprise that they all have the same VA, and the first two are by the same creator. Oh and that Col Datsun and Jet must go to the same barber.

I also saw some resemblance between Spike/Jet and Mugen/Jin, mostly in their personalities. But that's probably just because I know they're by the same director so I couldn't help making comparisons. I tend to compare characters if the art is similar, such as Gundam Seed and s-CRY-ed.

Mugen is the man! It's just all in the hair I think. Granted I have never seen a character like Jean, wearing the glasses like that an all. Totally cool.
