Those black and white dragons looked like rivals, just like Mew and Mewtwo, Kyogore and Groudon, and Dialga and Palkia.

I'm pretty sure the website that's linked in the article is advertising a DVD release for Phantom Champion Zoroark, which premiered in June, not a new movie. Also, that trailer is the one used to advertise the Best Wishes TV series. I don't see anything that looks to mention a new movie, however, I don't speak or read Japanese, so I may be wrong, but I don't think I am.

It's advertising both movies. Part of the website is still advertising the DVD for Phantom Champion Zoroark, but the latest update has announced the new Best Wishes! film via the headline and the video.
The article's screenshot comes from the video, which states "Gekijō-ban Pocket Monsters: Best Wishes! 2011-nen Kōkai Kettei!" or "Pocket Monsters: Best Wishes! the Movie Green-Lit to Open in 2011!" The video is not about the Best Wishes! television series, which already premiered last month.

I don't get it, if most people are saying they don't like Pokemon anymore or that it's not what it used to be, why is it still so popular in Japan and all across the world?

there are lots of people who don't like pokemon, but there are millions of others who do after looking at the numbers for the sales of the games, I personally have skipped out on the series but watch the movies.
Pokemon best wishes is just a new series without anyone we know of right now, but feels like the same thing over and over but really Pokemon around the world is just huge probably more so in Japan of course, but just wait till Black and White come out and the numbers of sales will probably amaze me more.
