I was hoping to be able to cosplay for Halloween. Anyone got any ideas for making one in time on a tight budget, or know about stores that sell anime costumes in the Tampa metropolis? I was thinking of something cool and somewhat twisted, like maybe Bleach?

Just to preface, I don't know jack about cosplay, but I can't let you go as a bleach character. It's uninspired.

Get 3-4 of your chick friends and go as a harem lead with a harem. You pick a trope for each friend, find the proper (and cheap) props, and make yourself a blush mark so you can use it when the situation is appropriate. If you don't know how to make blush mark, just get a piece of paper long enough to go across your face, color it light red while also making it look like a blush, and put tape on the middle so it sticks to your nose.

As for the tropes you should use, I'd recommend Sweet Childhood Friend, Tsundere, Quiet Brains, and Tomboy. If you or any of your friends have a little sister, you have yourself a loli, but those are optional. Also, if you're a School Days fan and have a crazy friend (who doesn't), I think a Yandere would be interesting.

As for props:
Yourself: A blazer or at least a short sleeve dress shirt and dress pants, nappy hair, and the blush mark.
Childhood Friend: Pink wig and big boobs.
Tsundere: Red wit, flat boobs (don't bring that up to the chick!), an anger mark (those plus vein-things like this) and either a paper fan or a rubber hammer.
Quiet Brains: Dark blue wig, glasses, and a book that's easy to carry.
Tomboy: Green wig, a ribbon somewhere in their hair, and spunk.
Loli: All you need is youngster, really. You can make up the rest.
Yandere: Black or brown hair and rubber clever. Scary smiles are also a must!

Also, all the females must all have skirts, preferably mini with high socks.

Get camo pants, combat boots, and a really big box. Insta Soild Snake.

Alternately, get some stiff wire and an empty 7-up bottle and jury-rig up a Sims costume.

Sorry, all the decent quickie stuff I know is videogame related... you could always just pick someone with a really basic outfit. L is popular for that (but kind of a boring choice.)
