Obviously bringing up a 5 year old thread is crossing the line. How far back can one revive a thread before it's considered necroposting? 1 year? 2 years? 8 months?

It really depends on how much it one can add to an old post.

I was actually wondering a lot about the official anime discussion threads. Some of the ones linked are quite old; am I allowed to post in them because they're official, however?

I'd say there's no age-limit for the [official] threads.
I'll discuss the other issues later. The staff and I need to come up with an exact rule regarding necro-posting.

What is necro-posting exactly (Sorry if it sounds like a stupid question. I just joined here.)? A little off-topic but someone on the PlayStation.com forums revived an 8 year old thread before in the PlayStation 2 boards about the Sega Dreamcast.

Necro posting is just that: reviving old threads. Necros refers to death, hence a 'dead thread.' Some message boards don't mind it, but it's frowned on around here.

I would say that it depends on the level of relevance of the new post in an old thread. No thread is ever too old, or defunct. What matters is whether the new post carries any information value.
If you want to post a relevant and intelligent opinion in a five-year-old thread, no moderator is going to kvetch, even the slightest bit. You might get a few complaints from users who react instinctively to anything that smacks of necroposts, but it really won't be a problem with us moderators. Quite the contrary, in fact.
On the other hand, if you're going to post something fairly inane, you should be aware that such behaviour, which would earn you a mildly reproving remark in an active thread, will get you a severe reprimand if posted in an otherwise inactive thread.
The bottom line is: don't post inane stuff, and you'll always be OK.
