Honestly, this un-aired episode business is quite annoying. It means that either they weren't creative enough to make a script fit into their space for the TV airing, or that it's just some filler episode that's completely unrelated to the main plot. Usually these episodes just end up being #.5, I'd prefer they end the series on a sort of cliffhanger and then in a proper OVA.

Its not bad news. All it means is there is more of Angel Beats!, why be annoyed?

I'm worried because it makes me feel like the last few episodes were just unnaturally rushed compared to the rest of the show, and a special DVD episode cannot possibly fit well into it. It definitely won't be the finale, and it won't take place after the finale. I suppose we'll see how they handle the end of the show, but it feels like there are far too many loose ends to tie up in 24 some-odd minutes.

Sounds like you're one of the people who took the show at more than face value and tried to make too much of it.
The show pretty much has presented itself in a 'Don't over think things when watching this show, just sit back and enjoy the ride and don't worry about pondering things' kind of mentality. I believe if you shut off the part of your brain that looks for deeper meanings and whatnot like I did, you'll be less worried.

Since they don't make money off TV airings, I don't see why putting something extra on the DVD to promote sales is a problem.

These unaired episodes and specials are for one sole purpose: Getting you to buy the still expensive DVD versions of the same episodes. While it's better than paying $60 for a two episode bare-bones DVD, these are nothing more than marketing ploys.

Or better yet, instead of blocking yourself in with the 12/13 or 25/26 episode format do something strange like, I don't know maybe....14 episodes? or 18 episodes? or whatever they need.
I guess creating OVAs and putting them series almost forces one to have to purchase the DVD/BR to see it.

There's a reason anime normally comes in multiples of 12/13 episodes and that is TV scheduling. A season lasts around three months which is around 12 weeks.
