Toshiyuki FUJISAWA has credits for various animation tasks from 1983 to 2009. But he either is two persons or this person has two kanji names (as shown in Allcinema) that are both frequently used in credits:

藤沢 俊幸 (1987) Crystal Triangle (OAV) : Key Animation (Wikipedia page of Studio Live)
藤沢 俊幸 (1988) Mobile Suit SD Gundam (OAV) : Key Animation (livedoor wiki)
藤沢 俊幸 (1991) SD Gundam Musha, Knight, Commando (OAV) : Key Animation (Studio Live) (livedoor wiki)
藤沢 俊幸 (1996) Rurouni Kenshin (TV) : Key Animation (http://members.at.infoseek.co.jp/animelist/ad/Rrksm.htm)
藤沢 俊幸 (2003) Planetes (TV) : Key Animation (D2_STATION)
藤沢 俊幸 (2003) Rumbling Hearts (TV) : Animation Director (D2_STATION)
藤沢 俊幸 (2003) (The) World of Narue (TV) : Eyecatch Illustration (D2_STATION)
藤沢 俊幸 (2005) Kamichu! (TV) : Key Animation (D2_STATION)
藤沢 俊幸 (2005) Aria the Animation (TV) : Animation Director (D2_STATION)

_________ (1989) Dragon Ball Z Movie 1: The Deadzone : Key Animation (source: "credits")
_________ (1995) Sailor Moon SuperS Movie: Black Dream Hole : Key Animation (source: "credits")

深澤 俊幸 (1999) Steel Angel Kurumi (TV) : Animation Director (D2_STATION, might be a typo as 深澤 俊幸 has only 9 Google hits)

藤澤 俊幸 (1983) Plawres Sanshiro (TV) : Animation (shirayuki)
藤澤 俊幸 (1988) Mashin Eiyuden Wataru (TV) : Key Animation (http://www.geocities.co.jp/Playtown/3064/Wtr1.htm)
藤澤 俊幸 (1998) Cowboy Bebop (TV) : Key Animation (Studio Live) (D2_STATION)
藤澤 俊幸 (2000) Hand Maid May (TV) : Animation Director (KNIGHT)
藤澤 俊幸 (2001) Figure 17 (TV) : Animation Director (shirayuki)
藤澤 俊幸 (2004) Girls Bravo (TV) : Animation Director (D2_STATION)
藤澤 俊幸 (2004) Ichigo 100% (special) : Storyboard (http://zeev.blog119.fc2.com/blog-date-200805-3.html)
藤澤 俊幸 (2004) Destiny of the Shrine Maiden (TV) : Key Animation (D2_STATION)
藤澤 俊幸 (2005) Kirameki Project (OAV) : Animation Director (http://www.studiofantasia.co.jp/kirameki.html)
藤澤 俊幸 (2005) Lamune (TV) : Key Animation (OP) (D2_STATION)
藤澤 俊幸 (2006) Kiba (TV) : Storyboard (Wikipedia page of anime)
藤澤 俊幸 (2006) NANA (TV) : Animation Director (Marumegane)
藤澤 俊幸 (2007) (The) Skull Man (TV) : Animation Director (Marumegane)
藤澤 俊幸 (2009) Shangri-La (TV) : Key Animation (livedoor wiki)

Can ANN somehow handle this situation? Currently he has 藤沢 俊幸 as the only kanji name; can there be an alias that is usable for kanji contribution?

Because 沢 and 澤 are, in one way or another, the same kanji character. As far as I know the system can't accept two kanji names with just one romaji spelling.

I vaguely remember something like "also known as" - would there be a way of handling this situation by this mechanism?

no; "also known" is for aliases, like David Lucas and Stev*smack*

Which means two aliases with the same romanization (plus perhaps some tie-breaker) and different kanji names aren't possible? "Also known as" might well be the correct term for this frequent use of both kanji variations.
