Presumably it will end definitively this time. Just about every prior incarnation of this franchise has ended feeling incomplete. The first manga was abandoned and both animated adaptations finished their stories, but clearly seemed ripe for continuation.
It's a strangely resilient franchise and I have a real soft spot for it. It's a too bad that it hasn't been licensed in the West and that the anime sold, so far as I have always been told, so poorly. I would've loved to see more of that.

I think that's more or less the case. Masami Yūki began a remake of Birdy the Mighty, which he had originally abandoned in 1988 (although it still got an abortive OVA adaptation in 1996), in 2003. That ran until 2008, when Birdy the Mighty Evolution began in a different magazine. I assume that the 'new' manga just continued the story. From what I can gather, the anime used characters and concepts from the manga, but told its own story.

I certainly hope so, since it might mean a tiny possibility of of it continuing to be adapted, which I would all for; 100%.

Not exactly. The original Birdy The Mighty manga came out in 1985. Then there was the second Birdy The Mighty manga in 2003 which was a remake. Finally, there is the sequel to the 2003 manga Birdy the Mighty Evolution in 2008. I own the OVA from 1996 and Birdy the Mighty: Decode and both series tend to pick and choose parts from the manga plus change a few characters. I wouldn't call it a straight adaptation.

Yeah, both seasons bombed in Japan. First season was a 2K average show, and the second season, an under 1K average show which is such a shame considering how much better most people find the sequel.

Wikipedia suggests a total of ~30 volumes, so maybe Viz will consider bringing it over, since there's a better chance now than Kenichi.

Birdy decode was a pretty good anime but I felt the ending was kind of meh, there really was no resolution between birdy and MC whose body she inhabited, so if this allowed them to make at least an ova to end the anime that would be awesome.
And for the record Birdy Decode has a ridiculous awesome soundtrack.

I thought that it was good 'season finale'. It looked impressive and gave closure to the story of that season, but it didn't resolve it conclusively, left Birdy still subletting Tsutomu's body and the looming threat of whatever Christella Revi was up to still looming. It is clearly open to continuation, but that feels very unlikely. What I can't get is why it ended that way. By that point, they must have had a good sense that they weren't going to be able to make more. In that case, barring delusion, I can only guess that they were locked into plans made before the poor sales made it clear that it would end there. It's even just speculation, so far as I know, that they planned to make more. It would be strange if it were meant as a 'gecko ending' since the story of the anime seems to have been very different from the manga.
I sure would love to see it wrapped up, but I wouldn't bet on it.

Birdy the Mighty: Decode is one of my most favorite series that I would love to have another season of...
Wouldn't mind getting this manga if it's ever adapted to English to learn more about the franchise.
