Shigeru Morita is currently listed as writing the screenplay for Code Geass: Akito the Exiled, because of this old mention on an outdated "new project" page from a couple of years ago. Which, of course, was a fair attribution at the time since we had no other information.

Today, the official website has been updated here with more detailed staff credits for the show but does not include him in that position anymore. Morita is now specifically credited with the Series Composition Cooperation. The screenplay is only being written by Kazuki Akane and Miya Asakawa.

In other words, Morita's role has changed during production/planning and it's now superfluous to give him screenplay credit.

That would be me. I think I would say to the thread creator to pay attention to who gets the 脚本 credit when the actual series is released. It's a role that usually varies from episode to episode and sometimes there will be people that haven't been credited on the official site (or a "series composition" person will get credited to it when they are only given that one task on the official site). That's more of a concern with a TV series, though, and I notice this is an OVA.
