I really hate when I know who did the character design for one of the pictures, but have no clue what the anime is!

Hint 3 - The whole story takes place in a theme park.
Hint 4 - This one guy who was the director, character designer, and script writer of this anime also worked on the OAV mentioned by Derek. Not as character designer, though.

It's the main character from the Star Light Angel segment of Robot Carnival. I'm thinking she didn't have a name.
