I always capture images by hitting "print screen" to copy the screen to the Windows clipboard, then pasting the image into Paint. I think that works on most computers with Windows.
Anyway, here is the next character:

That's correct. I'm not sure if it is badly animated or if it is just that streaming videos don't look that good on my computer (this is from ANN's stream). |

Oh, by "badly animated" I'm mostly talking about the simplistic details (thick lines, for example.. but it could just be that when you cropped it the program automatically enlarged it).

http://www.videolan.org/vlc/download-windows.html Download the no install zip version (not the 7z version unless you have 7zip) and extract it somewhere, possibly a thumb drive. It can open most formats, including DVDs, without additional plugins, and it has a screenshot function. Remember to change the format to .jpg instead of the default .png so you don't post >10 MB files.
I believe the no install version still leaves some footprints on the computer, so it's not truly portable. How about a minigame? We haven't had one in a while:
